"We are living in dangerous times. Europe‘s security is threatened in a very real way.

Today I present the ReArm Europe plan:

▪️More fiscal space for national public funding for defence through the escape clause

▪️A new instrument for loans to EU countries for defence capabilities most needed

▪️More flexible use of EU funding towards defence investment

▪️More private capital mobilised via the Savings and Investment Union and the European Investment Bank.

ReArm Europe could mobilise close to €800 billion for a safe and resilient Europe. This is a moment for Europe. And we are ready to step up."

Security guarantees are of utmost importance for Ukraine. But we need comprehensive security guarantees.

This includes that we have to put Ukraine in a position of strength, that it has the means to fortify and protect itself from economic survival to military resilience.

It is basically turning Ukraine into a steel porcupine that is indigestible for potential invaders.

Therefore, the focus is not only on the military supply, but also, for example, securing the energy system and making sure that over time this is a strong and resilient country.

The second element I brought to the table is that we urgently have to rearm Europe. And for that I will present a comprehensive plan to the leaders on how to rearm Europe on 6 March when we have our European Council.

🇪🇺The adoption of the 16th sanctions package:

We welcome the adoption by the Council of the latest package of sanctions, which targets systemically important sectors of the Russian economy, and includes the following measures:

Anti-circumvention: 153 vessels are now targeted by our measures. EU sanctions enable the EU to list vessels that support Russia’s warfare against Ukraine. And now allow the listing of those who supported the operations of unsafe oil tankers.

Individual: The new listings contain individuals and entities active in sanctions circumvention, Russian crypto assets exchanges and the maritime sector.

Trade: EU imports of aluminium have already been decreasing significantly from 16% in 2020 to 6% in 2024. By the end of 2026, no Russian aluminium can be imported into the EU.

Energy: Prohibition on temporary storage for Russian crude oil and petroleum products will inflict additional costs on the transport of Russian oil thus reducing Russian revenues. The completion of crude oil projects prohibition will impact its production capacity and revenues.

Transport: The new transport measures target those operators helping Russia mitigate the impact of EU aviation sanctions. If listed, these airlines would face a ban on flying to the EU.

Infrastructure: Russian ports and airports are used to transport drones and other combat-related goods and technology or to circumvent the Oil Price Cap by transporting Russian crude oil with shadow fleet vessels. Hence the imperative need to include a full transaction ban on them.

Finance: We are showing our ability to adapt our targets to changes in the Russian economy. The EU is targeting entities involved in cross-border payments and instrumental in circumventing our sanctions. The measures will help combat business extension to the occupied territories.

Disinformation: Russia has engaged in continuous actions targeted at civil society in the EU and neighbouring countries. The EU has extended the prohibition to broadcast to media outlets under Russian leadership's permanent control systematically spreading propaganda and misinformation.

The EU continues to ramp up pressure against Russia’s ability to finance its war of aggression.

We will keep taking decisive action to ensure the full implementation of existing sanctions and, if necessary, bring in new ones.

Tomorrow marks three years since Russia launched its full-scale invasion of Ukraine.

A day that will forever live in infamy.

Today, we are hoisting the Ukrainian flag at our headquarters. It flies high and proud at the heart of Europe — where it belongs.

The blue and yellow of Ukraine.
The colors of resistance against imperialism.

On the eve of this grim anniversary, these colors adorn our building as a symbol of our unwavering support for the Ukrainian people — our neighbors, partners, and future EU members.

"I welcome the agreement on our 16th package of sanctions.

The EU is clamping down even harder on circumvention by targeting more vessels in Putin’s shadow fleet and imposing new import and export bans.

We are committed to keep up the pressure on the Kremlin"

Today in Paris we reaffirmed that Ukraine deserves peace through strength.

Peace respectful of its independance, sovereignty, territorial integrity, with strong security guarantees.

Europe carries its full share of the military assistance to Ukraine.

At the same time we need a surge in defence in Europe.

Estonia 🇪🇪, Latvia 🇱🇻, and Lithuania 🇱🇹 have officially disconnected from the Russian power grid, marking a historic leap towards energy independence.

After preparing for the integration into the EU energy market for almost two decades, the countries are now fully synchronised with the European continental grid.

This allows the 3 Baltic countries to fully benefit from the European common energy system.

Plugged into Europe 🇪🇺!

🇪🇺🇺🇦 "One thousand days ago, Russia tried to wipe Ukraine off the map.

And for one thousand days, Russia has failed – because of Ukraine's resistance, and the sacrifice of your heroes.

Today is a day of mourning, but also a day of promise. We promise to keep standing by your side, for as long as it takes.

You can rest assured that European and Western support will continue to flow. 50 billion euros until 2027 from the European Union. 50 billion dollars until 2026 from G7 countries and the European Union.

And now, we are using the proceeds of immobilized Russian assets to boost military production inside Ukraine, and to repair your energy infrastructure ahead of the winter.

Because Russia has to pay for one thousand days of crimes and destruction".

85 years ago, the signature of the Molotov-Ribbentrop pact opened one of the darkest chapters in European history.

On this important date for the history of our continent, we honour the countless victims of totalitarian and authoritarian regimes.

Their memory is not forgotten.

“On 23 August 1939, Germany and the Soviet Union signed the Molotov-Ribbentrop Pact, setting the stage for Nazi and Soviet violence and occupation across Europe and allowing the adversaries to carve out spheres of influence in Eastern Europe.

This day, 85 years later, we honour and pay tribute to those who fell victims to totalitarian regimes around the world, to the courageous men and women who risked and lost their lives to fight against oppressive powers, and to those who continue to stand against such regimes today. It is essential for us to preserve historical memory and remember the horrors of totalitarian crimes in order to come to terms with the past and ensure it does not repeat itself.
Democracy is an asset we can't take for granted. It needs to be constantly nurtured. In recent years we have witnessed it being targeted by forces who wish to unravel the fabric of our values. We have also seen at our borders a brutal war of aggression against Ukraine.

No one ever again should suffer under a totalitarian regime. In May this year, Europeans elected their new representatives to the European Parliament, giving them a clear mandate to continue to protect the fundamental values upon which the European Union was built.
Only empowered by unity and respect towards each other, our history and views for the future we can continue to uphold democracy, rule of law, peace, and freedom that lie at the core of this Union.''

🇪🇺🇺🇦 Today, the European Union is disbursing nearly €4.2 billion to Ukraine from the €50 billion Ukraine Facility.

Hospitals, schools, water access, electricity... While fighting an atrocious war, Ukrainians need to keep the country running.

With our Member States, we've provided support of almost €114 billion to Ukraine since the start of Putin’s war.

@europeancommission

🇪🇺🇺🇦 The EU has stood by Ukraine since day 1 of Russia's war of aggression.

With our Member States, we have provided support of almost €108 billion.

Ukraine will prevail in this war for survival.

And the EU will stand with Ukraine and its people for as long as it takes.
