Moldovan Parliament Declares State of Emergency in Energy Sector Amid Gas Supply Risks

The Moldovan Parliament has declared a state of emergency in the energy sector due to the looming threat of gas supply disruptions from Russia. NewsMaker reports that gas supplies to Moldova may cease entirely on January 1, 2025, when the current gas transit agreement between Ukraine and Russia expires. Kyiv has already stated it does not intend to extend the contract.

The state of emergency will take effect on December 16 and is expected to last for 60 days.

Although Moldova has a valid gas contract with Gazprom until 2026 and an alternative delivery route via the Trans-Balkan gas pipeline, the December 16 deadline is crucial for reserving capacity on the pipeline. Moldova also faces a debt of $709 million to Gazprom.

The Pokrovske mine, a key coking coal facility in the Donetsk region, has halted operations due to the ongoing fighting near Pokrovske.

The Dutch Supreme Court has dismissed Russia's appeal against Naftogaz of Ukraine, upholding the decision of the arbitration tribunal of the Permanent Court of Arbitration in The Hague. This ruling reinforces the legality and validity of the partial award in favor of Naftogaz.

The dispute centers around Russia's illegal seizure of Naftogaz assets in Crimea following the annexation of the peninsula in 2014. The arbitration tribunal had previously ruled that Russia must compensate Naftogaz for the losses incurred due to this seizure.

Roman Chumak, Acting Chairman of the Board of Naftogaz, welcomed the decision, stating, “The Supreme Court's decision strengthens the position of Naftogaz Group in enforcement proceedings to recover Russia's debt for the illegal seizure of assets in Crimea... Naftogaz is on the path to restoring justice.”

This ruling marks a significant step in Naftogaz’s efforts to enforce the compensation and hold Russia accountable for its actions in Crimea.

The Russian department also boasted about the "destruction" of all intended targets during the shelling, though these claims remain unverified.

Germany Suspects Russia in Baltic Cable Damage — Spiegel

German investigators suspect deliberate actions behind the damage to a communication cable between Germany and Finland, Spiegel reports.

Using the underwater drone SeaCat, investigators found “deep grooves on the seabed leading to the cable,” suggesting intentional interference. The damage is believed to have been caused by the Chinese vessel Yi Peng 3, which allegedly dragged its anchor along the seabed in the area.

The vessel remains off Denmark’s coast, but China has refused requests from German and Danish authorities to board the ship and question the crew. While Russia is suspected of involvement, the exact role remains unclear.

❗️ Russia Launches Massive UAV and Missile Attacks on Ukraine

In response, emergency power outages have been implemented across Ukraine to mitigate the impact of the strikes.

France to Continue Supplying SCALP Missiles to Ukraine, Says Ambassador

France will continue providing long-range SCALP missiles to Ukraine and considers Russian military facilities legitimate targets for Kyiv, French Ambassador Gaël Veyssières told Ukrainian media.

“Yes, we are sending more SCALP missiles. While our stock is limited and we need to ensure our own defense, we are doing everything possible to support Ukraine,” Veyssières stated.

The ambassador reiterated France’s position that Ukrainian strikes on Russian military targets, even deep within Russian territory, are legitimate. “It’s unfair for Russia to attack Ukraine from its territory while Ukraine cannot neutralize this threat,” he emphasized.

Paris has no “red line” on the use of French long-range weapons against Russian targets, reaffirming its commitment to aiding Ukraine in its defense.

Russia Bombed Ukrainian Civilians and Infrastructure 951 Times in Seven Months — Investigation

From March to September 2024, Russia carried out 951 bombings targeting civilians and infrastructure in Ukraine, killing over 250 people and injuring 1,300, according to a Truth Hounds investigation.

Massive strikes hit cities including Sumy, Zaporizhzhia, Kharkiv, and Kherson. The attacks often involved Su-34 fighter jets, with at least 68 aircraft participating. Russia is reportedly increasing production of cheap planning and correction modules, which it attaches to old Soviet bombs, allowing it to drop hundreds daily.

The investigation also found a short-term reduction in bombings following Ukrainian attacks on airfields housing Su-34 aircraft, though this effect lasts only a few days to a week.

Truth Hounds concluded that the indiscriminate bombing of densely populated areas during the day, with no visible military targets, constitutes war crimes and violates international humanitarian law.

⚠️ Strikes on Ukraine’s Energy Sector Heighten Risk of Nuclear Accident — Bloomberg

Massive Russian attacks on Ukraine’s energy infrastructure have raised serious nuclear safety concerns, prompting an emergency meeting of the IAEA Board of Governors in Vienna.

American and European diplomats warned that these strikes significantly increase the likelihood of a nuclear accident. “The risk of a catastrophic incident is real and growing, with long-term consequences for Russia, Ukraine, and neighboring regions. Yet the Kremlin ignores nuclear safety,” said US Ambassador to the IAEA Laura Holgate.

Following recent shelling, Ukraine reduced operations at nine nuclear reactors across the South Ukraine, Khmelnytskyi, and Rivne power plants. Continuous electricity is essential for safety systems at these facilities. Without it, reactor fuel can overheat, potentially releasing dangerous radiation.
