"The Ministry of Defense is telling us they have no money to pay combat bonuses by September 20. But we will vote on amendments to the state budget before September 20. I can't specify the date of the Verkhovna Rada session right now, but we expect this vote around September 17-18."

However, in the first quarter of 2024, the U.S. did not provide military assistance to Ukraine, forcing the country to use its own funds as a substitute."
